Without a safety net: No recourse to Public Funds

Some people have a residence permit that allows them to live in the UK but may not have no recourse to public funds: this means they will not be able to claim most state benefits, including Universal Credit or benefits it replaces such as housing assistance. But what if they find themselves at risk of homelessness? What works and doesn’t work when helping such individuals?
