Unique challenges in coastal communities

Do coastal communities need bespoke ways to end homelessness? Housing tenure can be very different in seaside towns. Flats and houses can be let for high prices to holiday-makers in the summer and offered as short-term winter lets out of season, when less work is available in hospitality and tourism-linked jobs. How should we respond?
